How to vote early by mail:
Step 1: To request an absentee ballot for 2023 elections, use downloadable application here. Return your completed absentee application to the Ramsey County Elections Office by:

In person at the Plato Building (90 Plato Blvd. West, Saint Paul, Minnesota 55107). Building hours are Monday - Friday 8am-4:30pm.
Step 2: Vote! Once your ballot arrives in the mail, fill out your ballot completely following the instructions with your ballot.
Step 3: Return your ballot! Mail your completed ballot back in the pre-paid, pre-addressed envelope that was provided. Or you can also drop off your ballot in-person at the Ramsey County Elections Office on Plato Blvd. Remember you can track your ballot once you’ve mailed it to ensure it’s been received and counted!
How to vote early in-person:
Early voting in person starts September 22, 2023. Voters can cast their ballot in person beginning 46 days before Election Day.
Locations for early voting will be updated as we get closer to Early Voting day.
Election Day is on Tuesday, November 7th. Be a voter with us. Here's how to vote on Election Day:
Step 1: Find your polling place.
Step 2: Check your registration status.
Step 3: Know what to bring:
Already registered? Just bring yourself!
Not registered? No worries! You can register at the polls. Just bring a photo ID and proof of residency.
Step 4: Vote! Go to your assigned polling place on Election Day and vote!
Polls open 7am-8pm on Election Day. As long as you are in line by 8pm, you are allowed to vote.
